Government Subsidies

The Community Health Assist Scheme (CHAS) is a government subsidy scheme that enables all Singaporeans. Singapore Citizens from lower to middle-income families will receive an individual blue or orange Health Assist card with greater subsidies. Merdeka Generation (MG) and Pioneer Generation (PG) seniors will also stand to receive greater subsidies at Virtue Medical Clinic. All other Singaporeans under the CHAS green card will be entitled to subsidies for selected chronic condition care, Screen for Life (if eligible), subsidies for Childhood Development Screening, as well as subsidies for nationally-recommended vaccinations under the National Childhood Immunisation Schedule (NCIS) and National Adult Immunisation Schedule (NAIS).

Acute conditions are illnesses that are episodic which you would eventually recover without requiring long-term medications. Almost all acute conditions presenting to GPs such as cough, cold and flu, fever, abdominal pain, diarrhoea, headache, eczema, eye infections, urinary tract infections (non-exhaustive list) are covered under CHAS.

There are 23 chronic conditions that are covered under CHAS. The most common chronic conditions are Diabetes Mellitus/Pre-diabetes, Hypertension, Hyperlipidemia, and Osteoporosis. The full list can be found here (https://www.chas.sg/conditions-and-services-covered).

Under the Ministry of Health (MOH) Chronic Disease Management Programme (CDMP) and the MediSave500/700 scheme, you can further reduce out-of-pocket cash payments for chronic conditions by tapping on your Medisave. Those with complex chronic conditions will be able to use up to $700 per patient yearly, while other patients will be able to use up to $500 per patient yearly. Each MediSave claim is subject to a 15% co-payment in cash.

Medisave can also be used for recommended vaccinations under the National Childhood Immunisation Schedule (NCIS) and the National Adult Immunisation Schedule (NAIS) as well as approved screenings.

Flexi-MediSave allows patients aged 60 years old and above to use their MediSave or their spouse’s MediSave (if the spouse is also aged 60 and above), for up to $300 a year, for outpatient medical treatments, as well as approved vaccinations and screenings at Virtue Medical Clinic.

CHAS cardholders under CDMP can also enjoy government subsidies of up to $500 per year, while Pioneer Generation or Merdeka Generation cardholders can enjoy special subsidies of up to $540 per year under CDMP.

MBS@Gov is a scheme covering 200,000 civil servants, pensioners and dependents for medical expenses at private GP clinics such as Virtue Medical, such that patients covered will only need to pay their share of the medical bill up-front while the government’s share of the bill paid will be collected directly from the government.

The GPFirst programme encourages people with non-emergency complaints to visit their General Practitioners (GPs) first, rather than going directly to a hospital’s Emergency Department (ED). Going to the GP first allows you to receive timely medical treatment and advice for your condition, and allows the hospital’s ED to focus on more urgent cases requiring immediate medical attention.In the event that the GP doctor decide that you need a referral to the A&E / UCC, you will be given a $50 subsidy off the prevailing A&E / UCC charges. You will also have greater priority to be seen at the ED over non-emergency cases waiting at the ED.
